Early Childhood Intervention


WHAT IS ECI?
The Early Childhood Intervention (ECI) Program programs serve families with children birth to 36 months with a developmental delay, medically diagnosed condition or auditory or visual impairment. The ECI model was built on the understanding that the most effective time to improve a child’s ability to grow and learn is before the age of three. ECI helps children reach their full potential and increases parents’ knowledge, skills, and ability to support their child’s physical, mental, and emotional development.


WHO IS ELIGIBLE?
ECI services are available to families that:
·     Have a child age zero to three with developmental delays or medical conditions
·     Live in one of the following zip codes: 78610/12/17, 78702/04/19/21/25/41/42/44/47 (If a family resides in a zip code other than these listed, ABC will refer to another ECI provider.)
·     If a child’s delay is not yet advanced enough to meet ECI eligibility criteria, the family may be referred to the Any Baby Can Health and Fair Start Program for prevention services.

A note to parents: If you are concerned about your child’s development, medical condition, or if something simply doesn’t seem right, here are some simple questions to help determine whether ECI might be able to help. A child development specialist can do a screening to determine eligibility.
·     Does it seem like your baby doesn’t smile as often as he should?
·     Does your toddler ignore music and singing?
·     Does your child dislike playing outside and getting dirty?
·     Is your baby very quiet instead of cooing and making other sounds?
·     Is your toddler crawling all the time instead of pulling up and trying to stand on her own?
·     Does your baby resist being held and touched?


WHAT SERVICES ARE PROVIDED?
The ECI Program provides:
·     Home-based case management and service coordination
·     Specialized skills training
·     Evaluations (occupational and physical therapy, speech pathology and nutrition)
·     Therapies (occupational and physical therapy, speech pathology and nutrition)
·     Community resource information and referrals


HOW MUCH DO SERVICES COST?
All screenings and evaluations are at no cost to families, but there may be a charge for other services. Payment for those services is determined by family income. For children with Medicaid, CHIP or those in foster care, there is no cost to the family.


WHERE ARE SERVICES PROVIDED?
Services are offered in the client’s home, child care center or other convenient locations.
